Because a moment in time falls on different calendar dates around the world, each table shows the time in UTC and in New York, London, New Delhi and Sydney, so you can read off your own date.
The astronomy is stated as astronomy: a retrograde is an apparent backward movement seen from Earth, a full moon is the Moon opposite the Sun, an eclipse is a shadow. What astrologers read into these events is presented as an interpretive tradition for reflection, not as a forecast.
